ICBC Introducing Usage-Based Discounts Beginning in 2023

As part of its intended shift towards more personalized insurance products, ICBC will be introducing new usage-based insurance options over the next several years. The first of its usage-based offerings will be available in 2023, a discount on certain optional coverages for those who drive less than 10,000 km per year.

As part of its intended shift towards more personalized insurance products, ICBC will be introducing new usage-based insurance options over the next several years. The first of its usage-based offerings will be available in 2023, a discount on certain optional coverages for those who drive less than 10,000 km per year. 

How do I qualify?

  • You must have an annual Autoplan policy with optional coverages through ICBC.
  • You must provide evidence that your vehicle has been driven less than 10,000 km within the previous year (i.e. photos of your odometre reading one year apart).
  • Your vehicle must be in an eligible rate class. Most rate classes qualify but some, such as motorcycles, motorhomes and collector vehicles, are excluded. 

ICBC estimates that approximately 40% of its insurance buyers in eligible rate classes will qualify.

How much will I save?

The discount will range from 5% to 15% depending on the optional coverages you select and the distance you drove in the previous year. Those who drive less are likely to see higher savings.

Is this different from the low-kilometre discount?

This usage-based discount is separate from the existing low-kilometre discount, which provides savings on ICBC Basic, Third Party Liability and Collision coverages to those who drive less than 5,000 km per year. Depending on the coverages you select, you may be eligible for both discounts.

Will this discount apply to fleets?

This discount will be available to vehicles in fleets as long as they fall under eligible rate classes.

 What happens if I drive more than 10,000 km in the year after receiving the discount? 

You will not be eligible to receive the discount again at renewal. However, you will not be surcharged for the extra distance driven.

How to get the discount:

ICBC requires 12 months of odometre data before they will apply the discount to your premium. Provide proof (i.e. a photo) of your odometre reading at your next renewal and then again at the following one.
